To clear out and excavate site, including demolition of rubble wall, and to propose the Richmond Foundation Wellbeing Centre in the form of a mixed-use building that includes Class 2A and 2C spaces as primary use with secondary ancillary services such as a Class 4C cafeteria and Class 4A offices dedicated to Richmond Foundation. All uses will occupy four full floors and a receded floor with two basement levels dedicated to parking provision and services.
